Found anywhere Le Mistral, the infamous wind that blows through Europe, reduced to a gentle breeze in spring (sometimes), plays a little havoc.
In a recent wind related study, the conclusion was that this skirt will react to wisps as low as 6 mph, and flutter a bit more when the wisp turns into a strong breeze. 
Producing, when in motion, a thrilling stir from here to Monte-Carlo, where I spotted it for the first time.
